I figured this out the other day and decided to make a short guide for morons and newbs. :p
Sorry if this is posted in the wrong place. Feel free to move it, delete it, kill it, have sex with it, or whatever else you guys do.
How to make a VCD for your PS2 in 12 easy steps.
Before we begin make sure you have a copy of the cdgenPS2 and CDRwin software.
You will also need the PS2 Reality Media Player files SYSTEM.CNF and PS2Media.elf files.
1. Make a folder on your hard drive and name it PS2VCD and open it
2. Place the PS2 Reailty Player .ELF and the SYSTEM.CNF files in the PS2VCD folder
3. Rename the PS2 Reality Player .ElF (PS2Media.elf) file to BOOT.ELF
4. In the PS2VCD folder, create a new folder named MOVIE
5. Place your movie files in the MOVIE folder
6. Open cdgenPS2.exe and drag all the files from the PS2VCD into it.
(Don't copy the PS2VCD folder, just the files and MOVIE folder that are inside it)
7. Click the IMG button and save the file
8. Open CDRWIN
9. Click the Record Disk button
10. Click Load Cuesheet
11. Load the Cuesheet you created with cdgenPS2.exe
12. Click Record Disk
This disk can be loaded with a SwapMagic CD.

For converting different types of video files to XviD MPEG-4 AVI, you will need the Freeware "Rad Video Tools" (Bink and Smacker).
It currently converts avi, mov, wmv, qt, mpg, and other popular file formats.
